My seventh primary source is a trade report conducted by the World Trade Organization, or WTO. This specific trade report was conducted in 1997, three years after NAFTA was enacted. Much of the report was NAFTA oriented, focusing on how NAFTA had shaped Mexico’s trade. This report demonstrates the dependency Mexico had upon U.S. goods, as seen below. Three years after the deal’s ratification, the WTO was already concerned about Mexico’s relationship with the United States, indicating the tension between the two.
